Student Government Bylaws
Article I. Preamble
Section I. This organization shall be known as Mary E. Phillips High School Student Government Association The purpose of this organization is to: promote a good relationship between students and faculty, lift student morale and strengthen school spirit by example, to unite the student body for a common purpose of equality, fairness and respect, and to foster effective leadership skills.
Section II. The council operates through the authority of the High School
Principal, who will allow the Advisor(s) to operate daily affairs of the
Student Government.
Article II. Class Officers Section I. The Class Officers will be made up of the following members:
A. President
1. Elected by the entire student body
2. Hold status of Senior or earned enough credits to receive a Diploma by end of the school year.
3. Appointed by the Advisor when necessary
B. Vice-President
1. Elected by the entire student body
2. Appointed by Advisor when conditions merit appointment
C. Secretary
1. Elected by entire student body
2. Secretary from previous year will be assigned if no concessions can be determined.
D. Treasurer
1. Elected by entire student body
2. Office appointment by Advisor when conditions merit appointment
Section II. All appointed members for Class Office must be approved
by the Advisor(s) and Principal.
Section III: Responsibility of the Officers is as follows:
A. President
1. acts as the advocate or spokesperson for the entire
student body
2. presides over student council meetings
3. attend county/district student leadership meetings
4. communicate with the Administration the concerns of the student body
B. Vice-President
1. presides over meetings in absence of the President
2. work in harmony with the President
3. communicate with the council the concerns of the student body via concerns box
C. Secretary
1. take attendance at meetings
2. keep detailed minutes from each meeting
3. record votes at the meetings
4. keep official by-laws of Student Council
D. Treasurer
1. tally votes
2. keep detailed records for fundraising
3. reports the councils financial status
Article III. Classroom Representatives/Officers
Section I. Classroom representatives duties are as follows: 1. must attend all meetings
2. participate in all scheduled activities assigned by the council
3. uphold guidelines of Character Education
4. must work on two committees per semester
Section II. All officers and classroom representatives have voting rights.
Article IV. Grounds for Dismissal
Section I. The principal will deal with the dismissal of members. Reasons for these measures would be, but not limited to:
1. Unable to uphold or display the expectations of the administration, staff, and students by exemplifying positive behavior traits, adhering to the MEPHS dress code, having good attendance, passing grades, and no discipline referrals and generally following school rules and policies.
Article V. Chain of Replacement
Section 1. All vacant offices will be appointed by the Advisor(s) with the assistance of the Principal and Administrative staff. Classroom representatives will be replaced by the homeroom teacher (L.I.F.E Coach), which they represent.
Article VI. Committees
Section I. The student council Vice-President is the coordinator of all committees, with assistance of an Advisor.
Section II. Duties may only be added or taken away from committees by the Advisor(s).
Section III. Each committee must delegate a chairperson and record keeper, which will be responsible for reporting progress to the council and the members.
Article VII. Elections
Section I. Elections will take place in October.
Section II. If interested in running for a class office an application must be filled out for the position. The application must be filled out entirely. Anyone who does not do this will not be allowed to run for office.
Section III. Campaigns
A. No obscenities, mudslinging, etc. on posters or in speeches.
B. All speeches must be viewed by the entire student body.
C. Speeches are to be given via video broadcast into classrooms.
Section IV. Qualifications
A. each candidate must maintain a good academic standing or have combined special permission of the advisor and the Principal
B. must comply with dress code
C. must maintain good attendance
D. must be respectful of Administration, staff, student body, and school property
E. must be a positive role model
